Assumptions 3. (a) The German offensive against Russia has started. (b) C.W. commences May 1942. (c) We devote to C.W. the greatest sustained effort in any theatre that our resources permit. 4. Your views are, therefore, requested on the following points:A. What would be the Axis C.W. policy with special reference to: (i) Targets. (ii) Spray and bombs. (iii) percentage effort used on gas as opposed to H.E. B. What scale of C.W. attack could be developed against: (i) U.K. (ii) Middle East. (iii) India and Burma.
