ANNEX. I.S.S.B./S.l.C. Operational Deception and Security Contact with U.S. Memorandum by the Inter-Services Security Board. 1. On 20th December, 1941, we submitted a Memorandum, I.S.S.B./S.l.C., in which we asked the Directors of Intelligence to consider inviting the United States to nominate a representative to this Board. This suggestion was approved by the Controller, who, at the same time, made a similar proposal to the Directors of Plans. 2. On 30th December, 1941, we were informed by the Secretary, J.I.C., that, based on a decision of the Chiefs of Staff, the time was not yet ripe.
