Supplies to Russia via East Siberian Ports. Note by the Secretary

ANNEX F.O.P.S. You asked for the opinion of the Joint Intelligence Staff upon the Japanese action to be expected in the event of neutral shipping carrying American supplies to Russia via the East Siberian ports being escorted by Russian war vessels. The Joint Intelligence Staff have no evidence upon which to base an answer to your question. Their opinion must, therefore, necessarily be based on conjecture. That opinion is as follows:It is possible that the Japanese might permit a single escorted convoy to carry American supplies to East Siberian ports without doing more than protesting.
