Proposed Radiotelephone Links Between the United States and Various Empire Countries. Note by the Secretary

3. The United States Embassy in London has been instructed by the State Department to support with the Foreign Office the proposals made by the American Radio Companies to establish many of the links in question, on the ground that their establishment would contribute to the prosecution of the war. Intercepted telegrams end Radio messages, however, make it plain that the origin of the proposals is commercial activity on the part of the Radio Companies. The United states Diplomatic Representatives in the Dominions and Colonies concerned have, apparently, been instructed by the State Department to take the matter up with the Governments to which they are accredited, but intercepted telegrams and Radio messages make it clear that this step has been taken in support of the commercial enterprise of the Companies.
