Combined Intelligence Arrangements. Note by the Secy

Committee of the American J.I.C. The latter body consists of officers of the Army, Navy and Air Force, together with representatives of the State Department and the Department of Economic Warfare. The J.I.C's functions were ill-defined and I found that they were encroaching a great deal on the province of Planning and Operations. In fact, I found that the same problem was under discussion by the Combined J.I.C. as well as by the Combined Planning Staffs and that there was no guarantee that opinions expressed by the Combined J.I.C.
