essential that in future all intelligence work should be concentrated under and that should be responsible for:(a) counter espionage (b) passport and passenger control 3. To do this work properly following additional staff:(a) (b) (INDIV.) would need the assistant trained in counter-espionage work a woman clerk trained in cypher work (i.e. from the "pool"). We can arrange for these appointments without raising the question of increase of staff and if these recommendations are accepted I hope this additional personnel will be sent out as soon as possible.
