The Sub-Committee Procedure. Note by the Secy.

1 Mar 1942

Copy of Memorandum from the Director of Naval Intelligence dated 26th March, 1942. I have felt for some time that the Tuesday morning meetings of the J.I.C. have become unduly prolonged and that we have tended to devote ourselves to an increasing degree to matters of detail which would more appropriately be the province of the Deputy Directors. 2. Much of the work, moreover, is that which concerns the Service Departments only and it seems hardly fair that we should ask our Chairman to devote so much of his time to work which could and should be settled by the three Directors of Intelligence or their Deputies.
