4. For some considerable time I have been receiving reports from various sources which, although they provide no concrete evidence of subversive activities, do indicate that both inside and outside the Free French Movement there is a constant atmosphere of intrigue, scandal and allegations that certain persons are attempting to aid the enemy. On the other hand knowledge of the undercurrent of French opinion in this country is almost completely lacking. 5. I represented the circumstances described above to the Director-General of the Security Service and to the Chairman of the Security Executive last year.
