6. Attack on power plants of copper mines is regarded as impracticable from operational angle also. Shelling from submarine or small landing party would be inadequate. Large landing operation or attack by large surface craft or from airplane carrier is rendered unlikely by present disposition of U.S. fleet. 7. For same reasons Japanese attack on sea route to U.S.A. is to be expected by submarine only. 8. Our conclusions are:(a) Japan unlikely at present assist a German coup in Chile. (b) Japan cannot at present effectively interfere with Allied supplies from Chile except by submarine attacks on supply lines.
