West African Bases. Note by the Secretary

C. Air. The ports of BATHURST, FREETOWN, TAKORADI, ACCRA and LAGOS would be subject to air attack (a) by French aircraft operating from French bases; (b) by Axis aircraft operating from French bases, with the acquiescence of the French or possibly even in conjunction with them. (a) By French Aircraft operating from French Bases. (i) French Air Force units are now distributed between Western Senegal, where there are 48 medium bombers and 40 S.E. fighters, and the French Sudan, where 30 medium bombers are based at Bamako.
