"The following is the present distribution of the German army: 20 divisions consisting mostly of older men and wounded younger men are in occupation of France, Holland, Belgium and Denmark; six divisions are in Bulgaria; four divisions of very bad fighting quality are in Norway; there are 200 divisions in Russia and the General Government; 40 divisions have been withdrawn temporarily from the eastern front for re-forming, rest and re-equipment for the offensive against Russia this spring; six divisions are with Rommel in Africa; and four divisions, representing Rommel reinforcements, are in southern Italy.
