(e) The repair of refineries will take considerably longer than the drilling of new wells and, apart from some 500,000 tons of crude oil of a type which can be used as fuel oil without refining, the bulk of the new production will require to be shipped to Japan for refining there and for eventual redistribution to consuming areas. Present Japanese surplus refining capacity does not exceed 3,000,000 tons and although the rate of withdrawal from stocks will decrease, it is unlikely that Japan will be in a position to meet requirements without drawing on her reserves until the latter half of 1943.
