A N N E X. 1. We have been instructed in J.P.(42) 128(0) to make a comprehensive study of the problem of defeating Japan. 2. We consider that economic factors are bound to play an important part in our studies. 3. We should be grateful therefore if the Joint Intelligence Sub-Committee would prepare a short economic appreciation, indicating:(a) The economic objectives in Japanese territory, or occupied territory, the loss of which would have a major adverse effect on the Japanese war effort and/or benefit appreciably the allied war effort.
