Germany appears to be concentrating on the construction of submarines, small craft and invasion craft and to be limiting the construction of other ships to completion of those laid down before the war. 5. There will be some lowering of the standards of efficiency and morale of the crews, but there is no indication of any collapse in the near future. 6. Germany is likely to have in Northern European waters sufficient merchant shipping to carry out any military operations likely to be contemplated.
