Possible Japanese Action Against Australia and New Zealand. Note by the Secretary.

6 Cruisers. 2 Aircraft Carriers and possibly 2 Seaplane Carriers. 20 Destroyers. The main Japanese fleet would be disposed so as to intercept any large scale interference by the Allies. 9. Military. Some twelve Japanese divisions could be made available and transported for operations against Australia and New Zealand, and the following might be the scales of attack in each phase. (a) Darwin. The attack on Darwin is likely to be made by one to two divisions transported in landing craft and small craft.
