GENERAL 1.(Q/41) The true explanation of Commander Fletcher's resignation from the post of Parliamentary Secretary to the Admiralty was his insistence that the new minefield being laid in the Straits of Gibraltar should be notified. Being a rabid internationalist, he would not tolerate such a breach of international law as the laying of an undisclosed minefield in a main channel of commerce.
