ANNEX. Draft Telegram from D.D.M.I. (I) for Brigadier Shearer. Your I /43598 of December 30th. There has been no recent marked change in Turkish situation. Turkish Government have stood up well to Axis war of nerves. Turks are not disturbed by rumours of concentrations of Axis troops on their frontier with Bulgaria. They do not believe stories about German concentrations and are unperturbed by stories of Bulgarian movements. 2. Both Turkish Government and public are realising that German withdrawal on eastern front constitutes a failure of this year's German campaign in Russia and that this withdrawal is not being effected as easily as German High Command had hoped.
