An Axis Attack on Malta. Note by the Secretary

ANNEX. 1. INTRODUCTION. Malta has long been a thorn in the Axis side. It stands in the way of the enemy in his efforts to remedy the situation in Libya. It is a naval base and an air base from which successful raids on Italy, Sicily and Libya and sea communications are made. It is an important link in our air reinforcement route to the Middle East. Therefore the neutralisation of the island must be an urgent necessity for the enemy. 2. METHOD OF ATTACK. We know that Germany is reinforcing her air forces in Southern Italy and Sicily.
