Although the Operations Staffs are responsible that Operations do not conflict, the Inter-Services Security Board will warn the authorities concerned, where, from its knowledge, conflict appears likely. To assist the Board, the Planning and Operations Staffs of the three Fighting Services should give the Board immediate information of any plan under consideration.
