It is estimated that a naval force composed approximately as follows would be required 10 Cruisers; 3 to 4 Aircraft Carriers; 30 to 40 Destroyers; and necessary attendant small craft. 4. The availability of Military Forces. It is estimated that Japan could at present make available as reinforcements, or for fresh operations, the following forces:Immediately Five divisions. At short notice Six more divisions (possibly rising later to nine) From these forces the following commitments must be met:(a) Reinforcements for Malaya at least one division.
