ANNEX I. A. POLITICAL. The political advantages of a declaration of war on the Axis Powers by the South American Republics and Mexico would be considerable. 2. The committing of the Governments concerned to a state of declared war implies that they would take steps to suppress or control the propaganda, espionage and other subversive activities of the numerous Axis nationals or sympathisers within their jurisdiction. There are, especially in Argentina, Chile and Brazil, important German, Italian and even Japanese elements subject to enemy influence and more or less organised as potential fifth column.
