4. In suggesting this extension of our contacts, we are influenced not merely by the immediate requirements of war in the Pacific. To make a success of operational security or of deception, a sense of "mission and purpose" is required. Those responsible must be continuously alive to the general situation. Our ultimate purpose is to create a simple network of selected officers spanning the war theatres and working to one theme. 5. Collaboration with the U.S. has been dealt with in a separate paper.
