Operational Security Contact with U.S. Memorandum by the Inter-Services Security Board. 1. We suggest, for consideration, that the U.S. be invited to nominate a representative to this Board. Questions of common interest will arise to an increasing extent, and collaboration would help to produce a common line of thought and action on operational security problems. We consider it desirable that the U.S. representative should start to see, as soon as possible, how we tackle such problems. 2. If an invitation is extended, we suggest that full membership of the I.S.S.B.
