5. CONCLUSIONS. The advantages of being able to strike at Japan with the strong Russian submarine forces and from Russian air bases, would be very great. To a lesser degree there would be advantage in involving the Japanese Army in Manchukuo in active operations. American aircraft might also assist in this, to a limited extent, if supply and maintenance difficulties could be overcome. 6. At the same time the maintenance, in respect of trained personnel and equipment, of a strong front against Germany, both now and in the Spring, remains the decisive consideration.
