(ii) Such action would be likely in the first instance to be against Thailand which Japan might think would involve the least risk of a major conflict. Occupation of bases in Thailand including the Kra Isthmus would be a sound strategic preliminary to subsequent operations against Malaya or the Netherlands East Indies. Recent military moves tend to support the opinion that Thailand is the next objective. (iii) Action against Russia is likely to be deferred until there is a serious weakening of Russia's position in the Far East.
