THE GERMAN ARMY. Strength. 8. During 1941 the strength of the German Army has increased from 225 to 260 divisions. The manpower has been provided by a ruthless exploitation of foreign labour and prisoners of war for civil purposes. The manpower difficulties are also shown by the extent to which Germany is using on the Russian front the forces of Roumania and other nationalities. 9. The effect of casualties and normal wastage, balanced against intake, represents a net loss of 9% of the total strength of 260 divisions.
