Reciprocal Evacuation of British and Japanese Nationals on the Outbreak of Hostilities. Memorandum by the Foreign Office

5. The Foreign Office would urge that, unless the dangers to be apprehended from Japanese who might possess information of military importance are vital, security considerations should not be allowed to preclude the making of an arrangement such as that contemplated by Sir R. Craigie. It is for example desirable to estimate as precisely as possible the ways in which any individual Japanese could harm us if they were repatriated under an exchange arrangement. The Foreign Office further request that the following points may be taken into consideration:(a) the desirability of ridding British territories of the maximum number of potential fifthcolumnists.
