(1) the military forces of the other Power are not present, or (2) confusion would not reasonably be expected to occur. In a theatre where the military forces of the two Powers operate together, the use of code names in tactical operations will be the subject of local agreements. 5. The British Inter-Service security Board will furnish the United States a sufficient number of copies of the Code-Name Index for circulation generally to the War and Navy Departments, commanders of General Headquarters, Overseas departments, armies, air armies and to Naval Force and Fleet Commanders.
