ANNEX A. Memorandum. 1. The effect of the Russian campaign on Germany's future military strength is clear from the following statement of the vast forces they have had to employ and the consequent heavy losses in men. Land Forces employed: About 175 divisions (including armoured and motorised divisions). Strength: About 5,000,000 men out of a total of some 7,000,000 in German army. Nature of Almost all Germany's "active", divisions: (i.e. first-class) divisions are employed in the Russian campaign.
