Operation "Ajax". Note by the Secretary

The decision to carry out the Operation would be taken by the Defence Committee. The preparation of a plan did not commit us. 3. The Committee (a) Agreed that the Chiefs of Staff should prepare as a matter of urgency, an outline plan for sending an expedition to Norway. The plan should include joint action with the Swedes and, in advance of any formal or informal Staff Conversations, a syndicate of the Joint Planning and Joint Intelligence Staffs should represent the Swedish Staff view. (b) Agreed that the outline plan should be referred to the Commander-in-Chief, Home Forces within the next three days, with instructions to prepare a detailed plan for the Operation.
