S E C R E T. ANNEX 'A'. GERMANY'S FUTURE PLANS. Introduction. After the collapse of France in June, 1940 the efforts of the Axis Powers were for a year directed against the British Empire, which alone stood between them and victory. 2. Germany's hopes of a speedy end to the war, by invasion of the British Isles in the Autumn of 1940 were frustrated by the decisive defeat of her air forces in their attempt to obtain the necessary air superiority. She accordingly changed her tactics and during that winter endeavoured, at first by widespread air attacks against towns and the civilian population and later by concentrated attacks on industries and ports, to break the British will to continue the struggle.
