Security of Communications Affecting the Economic Position of This Country. Memorandum by Ministry of Economic Warfare

1 Aug 1941

7. These commercial cable and wireless messages constitute the most important source of intelligence open to the Ministry of Economic Warfare regarding transactions and proposed transactions, commercial and financial, of benefit to the enemy. It would be impossible to compute the number of such transactions which have been detected by these means. 8. From the wider point of view, the following examples may be given of general inferences which the Ministry has been able to draw from the collection and synthesis of this material:(A) The detection of the whole modus operandi of the German buying organisation in Spain (SOFINDUS), together with the weekly summary of the movements of tonnage employed to lift goods between Spain and enemy occupied Europe.
