ANNEX 'B'. LACK OF INTELLIGENCE IN CONNECTION WITH OPERATION "SUBSTANCE". (Flag Officer Commanding, Force "H", No. 56 of 7th August, 1941). INFORMATION REQUIRED. 1. State of effectiveness (in round numbers) of our forces who may be co-operating or required to co-operate during an operation and state of Malta (once given 'no change' would suffice). 2. Immediate report of results obtained of air or other attacks on enemy forces in the area involved, before, and during the progress of, the operation.
