Alleged Views of German General Staff on the Present Situation. Note by the Secretary

1 Aug 1941

6. Military Dictatorship. Everything therefore points to a military dictatorship, and the leading generals now think that the time has come to press for places in the German Government. This campaign has already begun and has been launched from the German G.H.Q. It is reliably asserted that Keitel and Brauchitsch have been empowered to demand from Hitler the inclusion in the Government of representatives of the armed forces. This is said to have been a step, not only towards a coup d'etat. but also towards a change in foreign policy.
