At a meeting under the Chairmanship of the Chief Telegraph Censor on 1st July, it seemed that some progress had been made and there appeared to be no insuperable technical difficulties in implementing the I.S.C.S.C. proposals, but some points of detail required careful working out. 4. Later a censorship sub-committee considered the I.S.C.S.C. recommendations and three considerable emphasis on the objections to the scheme, without giving corresponding weight to the advantages. 6. As a result, the recommendations of the I.S.C.S.C.
