"(iii) Tripoli. There are at present two Italian Infantry divisions in the BARCE and HOMS areas and one Italian motorised division, recently withdrawn from Tobruk, is believed to be there. Frontier troops, equivalent to one division, are in Tripolitania. These, especially the motorised division, could be available for the defence of Tripoli at short notice. Before an offensive in the Western Desert begins armoured reinforcements, including at least one German division, would have to pass through TRIPOLI; and while there, these would also be available.
