ANNEX. Report to be submitted by the Joint Intelligence Sub-Committee to the Chiefs of Staff. The Joint Intelligence Sub-Committee were instructed by the Chiefs of Staff, in consultation with the Deputy Chief of the Air Staff, "to examine and report how many parachutists could descent on a moonlight night with the object of attacking the seat of government as a raid which was not part of an actual invasion". We report as under:2. The dropping of airborne troops in substantial numbers on a clear moonlight night is practicable.
