after a long campaign in Russia, to prosecute fresh major military operations this year, although this would not rule out operations in the Western Desert, or through an acquiescent Turkey. This is dealt with more fully in an Appendix. At the conclusion of active operations in Russia, either as a result of a Russian collapse or of a stabilization of the front, Germany will be faced with vast problems of military recuperation and of economic organization, which would be unfavourable to the early staging of a further large-scale military effort.
