A MOVE AGAINST EASTERN SIBERIA. 5. The Japanese would like to occupy the Maritime Provinces of Siberia in order to diminish the risk of their citics being bombed from bases there and in order to cut Russia off from the Pacific. They would also like control of the oil fields in Sakhalin. Whilst it seems improbable that they will attempt any offensive action in this direction unless the Soviet Central Government suffers such heavy reverses as to make its collapse appear imminent combined with the weakening of the Soviet Far Eastern Army as an effective fighting force, nevertheless, the most recent reports indicate that their preparations for such a move are rapidly being pushed forward.
