3 (e) The Service Departments are planned on illogical lines. For instance— (1) There is no clear division between the Military and Air Sections of the Military Intelligence Department. The latter has no separate Director and the Military Section is quite happy to report on items of air intelligence before passing them to the Air Section. On occasions, items do not reach the Air Section at all. (2) The Operations Division of the Navy Department receives copies direct of State Department telegrams and of other intelligence material.
