ANNEX B. MINISTRY OF WAR TRANSPORT, Berkeley Square House, Berkeley Square, LONDON, W.1. 28th June, 1941. You wrote to me on 1st June about the control of embarkation of foreigners. I can now let you have the views of this Department on the proposals contained in your letter. The assembly at suitable points of all parties of British or Foreign Civilians, other than Government officials, due to embark on berth ships, and their transport by train for direct embarkation, was raised at the meeting of the Inter-Services Security Board on 21st May; our representatives did not consider the suggestion practicable for the following reasons:(a) It would be unlikely that they could all be accommodated together, even if they could all afford the expenses involved; thus they would probably be scattered through the town, and would have to be rounded up at short notice.
