Following for Pleven from General de Larminat. (Begins). No. 1131. Recent information from French West Africa establishes the fact of certain military preparations directed in a sense that is clearly offensive. I have in mind particularly the arrival at Dakar of numerous mechanised vehicles, via Koulikoro on Niamey road of a mechanised squadron, an important passage of ammunition in an easterly direction and the building of a brick runway on Nguigmi aerodrome.
