(b) Information should be passed across to the enemy, by safe means, that forces are being prepared in Scotland for combined operations, with indications that they are intended for operations against the French, Belgian or Dutch coast. This information would be in general terms and would be very carefully compiled, so as not to draw air attack on any particular area. It would be passed across in stages, so that the picture from the enemy point of view would be built up gradually. (c) If possible, air reconnaissance over the coast of enemy-occupied territory should be increased.
