Madagascar. Note by the Secretary

The island is not suffering from severe economic difficulties. There is some evidence that anti-Vichy elements in the island have been reduced in number. As to the forces and defences of the island the following additional information has been received Navy. Since January 2 submarines and 1 armed tanker have been at the island. Army. The figure of 6,000 troops in the island appears to have been an under-estimate. It is thought that the total should be 8,000. A shipment to the island from Morocco of a large consignment of ammunition for field artillery is reported from most secret sources.
