ANNEX. MOST SECRET. I.S.S.B./O.M. MALTA Reinforcements. MEMORANDUM by the Inter-Services Security Board. 1. It is now generally accepted, and we agree, that this Convoy should be known as W.S.9(c). 2. In so far as it is necessary to give troops an explanation of their destination, we consider that the best cover destination is "Reliefs for Gibraltar and reinforcements for Bathurst and Freetown". We have considered other alternatives, and in particular the Middle East, but the Middle East would be difficult to reconcile with the requisite trans-shipments at Gibraltar and, in any event, this cover has been worked dry.
