ANNEX I. Draft Telegram. MOST SECRET. IMMEDIATE, Following from Chiefs of Staff for Commanders-in-Chief, Far East and China in reply to their 325/3 cipher 23/6. 1. Our co-operation will not extend to military alliance nor are there any plans for despatch of military forces or supply of war material. Military Mission consisting of representatives three services and M.E.W. will be sent to Moscow. Their function will be to facilitate any co-ordination of strategy possible, afford Soviet High Command benefit of our operational experiences exchange of intelligence and generally work for prolonging Soviet resistance.
