Note by the Director of Military Intelligence on telegram 9429 from C.-in-C., Middle East. I. In May 1941 General Wavell, as the initial stage in the formation of an organisation for co-ordinating policy, propaganda and other activities in the Arabicspeaking Middle East, set up in Jerusalem an Arab Bureau. This Jerusalem Bureau (Jeb) was set up as a co-ordinating centre for such activities as overt and covert propaganda, security intelligence and S.O.2 activities which it is agreed must be generally directed on a Middle East basis for all Arabic speaking countries.
