ANNEX. Draft Telegram. From: Chiefs of Staff. To: Cs-in-C Far East and China. Ref. your 59/3 of 16/5. We agree that centralization of intelligence in Far East is essential. Following points have been agreed and where necessary action is being taken here:(a) F.E.C.B. to be co-ordinating authority for all intelligence in Far East. (b) S.I.S. are nominating a head to co-ordinate all S.I.S. agencies in Far East. This officer will be a member of F.E.C.B. but responsible to "C" (Your 63/3 of 17/5 refers).
