At a meeting between M.I.2 and M.I.6 representatives held in the War Office on 9th May, it was agreed:(a) That no adequate warning of future Japanese military operations can at present be guaranteed. (b) That the most effective way to improve matters without delay would be to work for centralization of our intelligence organizations in the Far East, to enlist the closest co-operation of the Consular service in the collection and communication of intelligence, and to increase as far as practicable the number and scope of our official and unofficial contacts.
