3. The latest intelligence received from the area consists of rumours of the transfer eastward of a further 1200 French troops to Zinder. These rumours are at present unconfirmed. This transfer, if it has taken place, may well be a defensive measure, and may be related to the reported transfer of the seat of administration from Dakar to Bamako. 4. No information that has reached us since the date (6th January, 1941) of our previous paper on this subject (J.I.C.(41) 7) has caused us to modify the views therein expressed.
